Hi Dolores,

Puerto Rico, Saint Thomas and Saint Croix were not included separately (or individually) in the UN assessment. It is likely that since they are US territories, they were evaluated as part of the United States, which was ranked 5th worldwide..

Most governments’ websites serve as mere electronic information leaflets. And yet things such as applications, registration ( car license registration, for example ) etc, can be entirely completed online.
