Local DNS [root] server implementation would definitely inure to the benefit of local internet users. So too, would an internet exchange point, both of which have had local advocates for many years. Unfortunately none of the players in the provider space have embraced these positions and stepped up to make the investments required.

Good that you outline the PCH terms and conditions of gifting. Because not only is it appropriate to look at the benefits to local users but all of the carrying costs, including privileges ceded, should be examined as well. Let’s hope the powers that be consult and examine before the decision.
