Vivion, I am sure that to varying degress Caribbean countries could benefit from stronger or more comprehensive cyber crime (and security) legislation. I cannot say for sure exactly which countries have (and do not have) cyber crime laws, but it should be noted that model legislation was developed under the HIPCAR (Enhancing Competitiveness in the Caribbean through the Harmonization of ICT Policies, Legislation and Regulatory Procedures) project, which was conceived by the International Telecommunications Union (ITU), CARICOM and the Caribbean Telecommunications Union (CTU). Countries in the region would have had participated in its preparation and would have had access to experts secured for the project. However, I cannot readily think of any other country, besides Grenada, that is actively examining the outputs of HIPCAR, with the aim of possibly implementing them in-country.

With regard to types of cyber crimes being experienced in the Caribbean, anecdotal information suggests that there is a fair amount of scamming. However, based on what Gregory Richardson indicated in his talk, there is really no mechanism for intervention and data collection across the region.
