I tried accessing a copy of the legislation on line with no success. In the premises is the term “law enforcement agencies” defined in the interpretation section or elsewhere in the Act?

It used to be the norm that the trial of crimes that attract a penalty over a certain threshold both in terms of fines and term of incarceration were reserve for the High Court (with the exception of crimes triable either way). However one sees more and more of those crimes being subject to trial in the magistrates courts. In some jurisdictions one would get his day in court much faster especially where there is no paper committal. Nonetheless I share your concern that an accused is not given the right to be tried by his peers!
