Prices are yet relatively high; ICT-Pulse does an excellent job of surveying regional pricing. This means takeup is low. Then there is the matter of demand.

The first rule for sustainability is to drive demand. Read the regulatory reports and you see; ECTEL’s very direct. Demand will only be driven if proactive policy frameworks come into play and activities that drive demand are initiated and sustained. The role of public sector technology procurement policies and the several e-government initiatives that will drive local content production and cyber transactions cannot be underestimated.

The regulatory frameworks can also be drivers. So, for example, shifting Universal Service Obligations from POTS framework to broadband-type objectives will help. From my review Bahamas has the only USO regulation that could organically drive broadband demand.
