As a matter of fact, I recalled a paper I presented at a conference in Barbados, (November 2006) convened by the Caribbean Regional Organisation for Standardisation and Quality (CROSQ) I clearly articulated the systems/procedures by which harmonised legislation can be done…….It is now eight (8) years to date. Perhaps we should see the extent to which we can “make some lemonade” with “the lemons” we now have.

Perhaps this is the best opportunity for ECTEL to demonstrate its value since the liberalization of the telecom sector. ECTEL has to reinvent itself to address the emerging issues. Like some of our regional institutions, it’s surely lacking in PR; this in no way contradict the fact that it has done some excellent work.

Caricom lacks harmonized legislation and seem impotent in anyway in enforcing anything when it comes to mergers and acquisitions. It is the technology at the global level that will ultimately bring about change. No Caribbean government or regulatory body will/can do that for us.

That the regulatory philosophies and mechanisms – maybe ECTEL’s philosophy a notable exception in my humble opinion – may not be fit to purpose for what may emerge goes even further. And a should be a source of worry for all of us!
