Outside of providing the customer with a better experience within dead-zones (which are usually due to tall infrastructure and not likely in the Caribbean) then there may need to be a subsidy paid to the telecoms.

If not, perhaps a regulation so that the telecoms carriers do not throttle the bandwidth connections of public WiFi zones?
