I think the main objective, especially to the local retailer, is not so much to achieve deterrence, but rather an attempt to even the playing field.

There are taxes that are imposed on local “brick and mortar” retailers, some of these taxes are not direct or obvious such as local government levies, building compliance costs, including health and safety costs for staff and visiting suppliers etc.
