Many of the projects that government would take on are done eventually by private firms.

If government does not have confidence in the private sector to carry out these projects ( especially confidential-related projects ) they will not be implemented and hence the public sector would continue to remain behind.

In the same vein of confidence, is the question of cyber-security and integration of platforms. Here I have in mind things like online payment security systems. If these are not satisfactorily secure by the private sector, government will continue to develop cold feet.

It is thus the private sector that will need to radiate that confidence to let government/s come on board.
