When it comes to the rescue of a business that cannot compete on its own, ultimately it’s taxpayers and customers who end up subsidising that uncompetitive business. This shouldn’t be done absent dire need.

Desiring locally-owned firms is a bit nationalistic, and as the Caribbean is largely small economies, some foreign ownership is required.Even the USA, UK, France, or Germany have foreign-owned tech firms, and they are bigger economically than the Caribbean is.

Provided firms have an incentive to stay, via stable economies or good business conditions (taxes, infrastructure, etc.) this is sufficient. We see this with the JMMB Group or RBTT pre-RBC takeover, or Guardian Life, all with holdings in various Caribbean countries.
