Technology based projects tends to suffer the most from our slow moving public sector machinery because they tend to be lumped and treated like physical infrastructure projects. But, as this article rightly said technology has a very short shelf life. It would take a serious change in mindset and public sector culture before we can even begin to remedy the underlying structural and procedural deficiencies.
