Some organisations I have seen that have Data Managers basically turn out to be nothing more than someone in charge of report writers/generators or managing data warehousing applications ( business intelligence, data systems etc ). That would be a gross misunderstanding of a Data Chief.

This should be someone in a senior leadership role charged with providing guidance and strategic oversight to the organisation on everything listed above and and indeed much, much more.
