In fact, majority if not all, people who leave their countries often desire to make some contribution back to their motherland.

I share your perspective and endorse every reason you surfaced to support the position. The push factors being as they are, it is indeed sage advice you offer; better we pivot to figure how we find benefits and leverage them. The idea of training talent for export is is just plain sensible given the hand we have. In respect of nursing, I recommend for a focused conversation a formidable lady, Dr. Hermi Hewitt, former Head of the UWI School of Nursing. She was way ahead of the game here. I can tell you this was contemplated and elements explored from as far back as 2003.
