The CIGF is the longest running Internet Governance Forum in the world. \nThis year the 20th CIGF will return to Guyana\, where it was launched in 2005. It will be staged in-person but with remote participation via online videoconferencing under the auspices of the CTU and the Government of Guyana. In addition to reviewing achievements over the years\, the Forum will address various facets of Internet Governance of current import to the Caribbean including UN initiatives to adopt a Global Digital Compact in September 2024 and undertake a 20-year review of WSIS-initiated activities in 2025 (WSIS+20 Review); enhancing the reach\, resiliency and sustainability of critical digital infrastructure in the Caribbean; fostering adoption and growth of our digital economies in a trusted and secure manner; and harnessing the benefits of emergent technologies (e.g. AI) while minimising attendant risks. These workshops will convene policymakers and statisticians to deliberate on metrics for gauging progress towards universal and meaningful connectivity (UMC)\, analyze the persistent socio-economic and geographical divides\, and harness data effectively to refine\, monitor\, and assess digital policies. \n\n\nThe regional workshop for the Caribbean will be held from 11 to 13 June 2024 in Nassau\, Bahamas\, and will provide an occasion to examine the concept of UMC and how to streamline it in national digital policies\, how to improve the statistical capacity of countries in the region to produce and disseminate relevant statistical data\, and how to use the data to identify good practices and policy recommendations. This workshop is organized in collaboration with the Utilities Regulation and Competition Authority of Bahamas. \n\n\nThis workshop is intended for policymakers in charge of national policies and strategies for digital connectivity\, and executives and experts responsible for the measurement of telecom/ICT development from ministries\, national statistics offices (NSOs)\, regulators\, telecom operators\, research institutions\, and other relevant organizations from the Caribbean. \n\n\nThe workshop will cover the following topics: \n\n\n\nEmbracing universal and meaningful connectivity: The new policy imperative (day 1)\nData-driven decision making: Enhancing statistician-policymaker collaboration (day 2)\nTracking UMC: Strategies for overcoming measurement challenges (day 3)\n\n\n\nParticipants from national statistical offices and other institutions that collect data on ICT are encouraged to complete two free\, self-paced courses available through the ITU Academy: “Measuring digital development: ICT access and use by households and individuals” and “Measuring digital development: Telecommunication / ICT indicators” prior to the workshop. \n\n\n\n\n\nFellowships\n\n\nThere is no participation fee for this workshop. To encourage participation of developing countries and subject to availability of funds\, one full or two partial fellowships may be granted per eligible Member State in the Caribbean. Full fellowships will cover the air ticket (one return economy class ticket by the most direct/economical route from the country of origin to the meeting venue)\, and appropriate daily subsistence allowance intended to cover accommodation\, meals and incidental expenses. Partial fellowships will cover either the travel or the subsistence allowance. Member States shall cover the remainder of the cost of participation. \n\n\nTo apply for fellowships\, participants must first register for the workshop and complete the two mandatory ITU Academy training courses. Then\, they should complete the online fellowship form by 5 May 2024 at the very latest. Successful fellowship applicants will receive further guidance on preparing a short contribution. \n\n\nIn line with Plenipotentiary Resolution 213 (Dubai\, 2018)\, it is encouraged that fellowship nominations take into consideration gender balance and inclusion of persons with disabilities and with specific needs. \n\n\n\n\n\nFellowships\n\n\n\n\n\n\n\n\nAbout UMC\n\n\nDepriving vast swaths of humanity from the possibilities offered by the Internet is costly\, deepens inequalities and undermines development. Over the past 30 years\, the number of Internet users surged from a few million to 5.4 billion. Yet the potential of the Internet for social and economic good remains untapped: one-third of humanity is offline\, and many users only enjoy basic connectivity. DESCRIPTION:Venue: Virtual\n\nBACKGROUND \nThe Internet Corporation for Assigned Names and Numbers (ICANN) is a key partner of the Caribbean Telecommunications Union (CTU). ICANN is a not-for-profit\, public-benefit organisation formed in 1998. Its staff operates the Internet’s Domain Name System; coordinates allocation and assignment of the Internet’s unique identifiers\, such as Internet Protocol addresses; accredits generic top-level domain (gTLD) name registrars; and helps facilitate the voices of volunteers worldwide who are dedicated to keeping the Internet secure\, stable and interoperable. ICANN promotes competition in the domain name space and helps develop Internet policy. \nThe CTU has been working with ICANN to encourage and support the active participation of Small Island Developing States (SIDS) in ICANN processes. The substantive and sustained participation of SIDS in ICANN is low and the absence of inputs from this globally dispersed but important group of ICANN stakeholders may be adversely impacting ICANN’s policy development. \nIn a measure to identify the challenges SIDS face in participating in ICANN’s processes\, as well as to develop strategies to encourage their sustained and active participation\, ICANN conducted a LAC SIDS Survey in 2022. The objective of the survey was to collect data from stakeholders that clearly identifies the challenges and barriers to SIDS participation in ICANN in order to form an empirical foundation for planning future actions aimed at increasing consistent and substantive participation of SIDS in ICANN. \nThe research questions for the ICANN LAC SIDS survey were: \n\nWhat is your level of participation/involvement at ICANN? (low/medium/high)\nWhat in your opinion are the top 3 challenges to SIDS participation in ICANN?\nWhat do you think makes SIDS engagement different from other developing countries?\nAre you aware of ICANN programs supporting the participation of stakeholders from developing countries?\nAre you aware of the current ICANN support programs? (Newcomers/Fellowship/NextGen)\nIn addition to existing programs and initiatives\, what type of resources should ICANN provide to increase SIDS participation?\nHow does the present structure of geographic regions lend itself to SIDS participation given the diversity of SIDS from a geographic perspective? (Africa\, North America\, Latin\nAmerica/Caribbean\, Asia/Australia/Pacific and Europe)\nWhat strategies should the ICANN Organization use to broaden SIDS stakeholder participation?\nIs there value in focus groups aimed specifically at SIDS vs Developing countries?\nIs there value in focus groups aimed specifically at SIDS vs LAC vs Oceania vs Africa?\n—- the following questions only show if participation in ICANN in question 1 is medium or high\nWhat are the topics of interest to you which are being discussed in ICANN?\nWhat topics currently not being discussed in ICANN would you like to see included in ICANN Discussions?\nWould you like to see KPI’s related to SIDS and under-served regions participation in ICANN?\nHow can regional organisations such as the Caribbean Telecommunications Union (or similar organizations in Oceania and Asia and others) be better leveraged for SIDS engagement in ICANN?\nWhat are some of the other regional organisations that could assist and how?\n\nThe survey population for the survey included persons with knowledge of and experience with ICANN in the Caribbean SIDS\, Oceania SIDS\, Africa SIDS\, Asia SIDS and ICANN organisation GSE. \n  \nMEETING OBJECTIVES AND TARGET AUDIENCE \nThe purpose of this meeting is to present the results of the ICANN LAC SIDS survey to SIDS stakeholders and to discuss openly and collaboratively\, mechanisms and approaches to increase consistent and substantive participation of SIDS in ICANN. This will include any support SIDS’ representatives indicate they require to achieve this objective. \nThe substantive and sustained participation of SIDS in ICANN is low and the absence of inputs from this globally dispersed but important group of ICANN stakeholders may lead to a deficiency of views considered in ICANN policy development leading to implementation of policies which may be detrimental to SIDS. DESCRIPTION:Internet Society members are vital to carrying our message of an open\, globally-connected\, and secure Internet for all. \nBecause members bring such great value\, experience\, and knowledge to our organization\, we’ve designed a new training program just for them: The Internet Society Fundamentals program. The program was inspired by the great experience we had with 2020 Chapter training program as well as feedback on specific needs\, requirements\, challenges and the COVID-19 context. \nInternet Society Fundamentals aims to develop new community leaders equipped to tell data-driven stories about the Internet Society’s key projects. This will equip members to work with their Chapters to create local awareness\, extending the reach of our work for an Internet as a force for good. \n  \nAbout the program\nIn its first year\, the program consists of two full weeks of webinars linked to Internet Society projects. Sessions will be held from 12-23 April\, 2021. \nDuring each webinar\, we will cover the project’s main concepts with a focus on narrative and strategies to approach multiple audiences. In this way\, Chapter members can feel empowered to raise awareness through concrete local initiatives that support the development and positioning of the Chapter. \nIn 2021\, Internet Society Fundamentals is open to all Chapter Members* whose Chapters are subscribed to the program. DESCRIPTION:The sixth edition of “Accessible Americas: ICTs for ALL” will take place in Quito\, Ecuador\, from 20 to 22 November 2019. This regional event for the Americas Region is being jointly organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) and Ministry of Telecommunication and Information Society (MINTEL) from Ecuador. \nAccessible Americas is held within the framework of the implementation of the Regional Initiative for Americas on Accessibility and Affordability for an Inclusive and Sustainable Americas Region adopted by the World Telecommunication Development Conference 2017 and aiming at ensuring the affordability of Telecommunication and Information and Communication Technologies (ICTs) services in order to build an information society for all and ensure accessibility of telecommunications/ICTs for persons with disabilities and others in vulnerable situations. \nAccessible Americas is the main ITU regional event focused on Digital Inclusion and ICTs Accessibility\, which play a role of vital importance in the empowerment of persons with disabilities\, women and girls\, youth\, the elderly\, indigenous people and other persons with specific needs. The main purpose of the event is to present good practices in digital inclusion in order to encourage stakeholders to join efforts in seeking solutions to eliminate barriers of access to ICTs\, enabling human development and promoting accessibility policies that will improve the quality of life of all individuals\, with no discrimination. \nThe sixth edition of Accessible Americas is expected to further advance on discussions capable of stimulating and guiding the development of ICT accessibility’s policies and practices\, especially in developing countries\, highlighting the importance of strategic cooperation amongst stakeholders through projects and initiatives that aim to strengthen the full participation of all persons in society\, creating more fair and equitable opportunities. \nAccessible Americas will be conducted in English and Spanish. \n  \n
