SUMMARY:UNESCO Consultative Meeting on FOSS\, OS and OD
DESCRIPTION:UNESCO has commissioned a study on the status of Free and Open Source Software (FOSS)\, Open Data (OS) and Open Standards (OS) in the Caribbean. Based on the findings of the study\, the organisation will consider interventions and support it can offer to individual countries\, and/or to the region as a whole\, to promote the adoption and use of FOSS\, OD and OS\,  in alignment with its Information for All Programme (IFAP). \nThe findings of the study\, which have been drawn from desk research\, an online survey\, and in-market meetings in select countries\, will be summarized in a report that should be reviewed by stakeholders. In addition to disseminating the report electronically\, UNESCO will be hosting two 2-day sessions\, 18—19 July in Jamaica\, and 25—26 July in Saint Lucia\, to allow in-depth examination of the study findings\, and to secure support for proposed follow-op activities.

SUMMARY:HIPCAR Project - First Stakeholder Consultation to Review the Legislative Framework on Telecommunications (Interconnection and Access; and Licensing).
DESCRIPTION:The HIPCAR Stakeholder Consultation Workshop to review the Legislative Frameworks on Telecommunications is held in Jamaica (9-10 July 2013)\, kindly hosted by the Government of Jamaica\, the ICT Division of the Ministry of Science\, Technology\, Energy and Mining\,  and co-organized with the HIPCAR Project. \nThe advent of convergence between telecommunications and broadcasting services has resulted in the development and provision of new products and service delivery modalities. In light of this the legal framework requires modification to support the development of convergent services. The goal is to establish an effective framework & enabling environment that will optimize the licensing regime\, and provide clear and transparent procedures & mechanisms to facilitate ICT legislation\, policy and regulatory framework with special focus on interconnection & access. \nThe objective of the workshop is to review the implications\, key issues and options to be considered in developing the aforementioned framework and to discuss recommendations for amendment. SUMMARY:12th International Conference on Social Implications of Computers in Developing Countries
DESCRIPTION:Conference Theme: Into the Future: Themes\, insights and agendas for ICT4D research and practice\n\n\nThe Working Group 9.4 of the International Federation for Information Processing gathers scholars and practitioners that deal with the issue on how ICT affects social development. In the last three decades this issue has been attracting scholars from information systems and a variety of other areas such as development studies\, political science\, political economy\, social anthropology\, and sociology. \nThe theme of the 12th International Conference of the IFIP 9.4 Working Group 2013 in Jamaica is “Into the Future.” The importance of this theme is fundamental to our research domain\, namely how might information and communication technologies shape the future of development within developing counties.  At the conference we seek to not only present scholarly conference papers in and around the different tracks but also to provoke thought and discussion in and around how we might set the agenda for the future for ICT4D research and practice.  Thus we seek to problematize the past\, present and the future of ICT4D. \nTo do this we welcome contributions from a wide range of perspectives.  We want to think through the future agenda in the area of ICT4D for theory\, methodology and practice.  This requires us to not only make clear our own positions but to encourage us to actively question them.  The conference thus will seek to promote critical debate across a range of perspectives. \nIn order to organize the discussion\, we propose 16 different tracks. In addition to papers from the field of information systems\, we also welcome multidisciplinary papers. \nWho Should Attend\nThe conference will bring together academics\, practitioners (from the private sector\, NGOs\, and public sector)\, and policy advisors who are involved with ICT and development in developing countries.
