DESCRIPTION:The Caribbean Telecommunications Union (CTU) will host ICT in Education – A Caribbean Forum via an interactive\, online event hosting platform on 26th and 27th January 2022.  The CTU is partnering with the United Nations Educational\, Scientific and Cultural Organization (UNESCO) and the International Telecommunication Union (ITU) for this important event. \n  \nObjectives \nThe forum is intended to convene representatives of the major stakeholders in the field of education and technology in the Caribbean. SUMMARY:Traversing the Metaverse: A Caribbean Perspective
DESCRIPTION:Introduction \nWithin recent months the term “metaverse” has generated much discussion globally and has become one of the latest technology buzzwords. The term gained even greater prominence with the rebranding of technology giant Facebook to Meta.  In addition\, the Government of Barbados also announced in 2021 that it would establish an embassy in the Metaverse\, making it one of the first to do so. \nWhat exactly is the metaverse and what are the opportunities and risks for governments and businesses?  How can these be addressed through global policy and regulation in the interest of humanity?  Will it exacerbate the global technology divide between developing and developed countries and further global inequalities? Or will it provide new opportunities to participate in the new global digital economy? \nIt is estimated that by 2025 the global metaverse market will be worth 280 billion US dollars.  For governments and businesses alike\, this represents opportunities for wealth creation.  In the case of Barbados with its sovereign metaverse embassy\, it affords it the opportunity to extend its global reach in areas such as consular services\, trade promotion\, cultural exchanges\, and generally the promotion of its national brand. \nThe Caribbean Telecommunications Union\, in partnership with the Government of Barbados\, will host a webinar to explore the aforementioned issues about the metaverse in an effort to educate and raise awareness of the opportunities and challenges for\, in particular\, small island developing states (SIDS). DESCRIPTION:  \nIntroduction \nBitcoin becomes legal tender in El Salvador. Bahamas launches the Sand Dollar as the world’s first Central Bank Digital Currency (CBDC). The market cap of stable coins surpasses 150 billion US Dollars. A multitude of new payment methods is flooding the market and plunges users into confusion\, since they are very different in terms of usage\, technology\, monetary policy and governance. \nWhat exactly are these differences? What distinguishes these new “currencies” from existing e-money? What are the opportunities and risks of their introduction? Which existing obstacles in the financial system do they tackle? Will they enhance financial inclusion of SMEs and citizens in the Caribbean?  Can they help to foster the Caribbean Single Market and Economy? Will they enhance financial inclusion of SMEs and citizens in the Caribbean? Why care? \nIt is estimated that by 2030 the global fintech market will be worth 700 billion US dollars.  For the Caribbean with its multitude of innovative companies in this sector\, this represents tremendous opportunities for wealth creation. Furthermore\, the whole region can benefit economically if it succeeds in lowering existing non-tariff barriers in regional trade caused by the financial system as it is. \nThe Caribbean Telecommunications Union with the support of CaribCoin and Abed Ventures will host a webinar to demystify digital money and cryptocurrencies and explore the opportunities and challenges for the region. DESCRIPTION:THE COMMONWEALTH CONNECTIVITY AGENDA    \nCommonwealth Leaders adopted the Commonwealth Connectivity Agenda (CCA) at the Commonwealth Heads of Government Meeting (CHOGM) in April 2018\, with a view to boosting trade and investment links across the Commonwealth and raising intra-Commonwealth trade to US$2 trillion by 2030. The CCA is structured around five (5) clusters/working groups\, each of which is chaired by a member state and in which members participate on a voluntary\, opt-in basis. The topics of focus of the various working groups have originated in members themselves and are as follows: – \n\nPhysical Connectivity focusing on digital infrastructure and led by the Gambia\nDigital Connectivity focusing on digital transformation and the digital economy and co-led by South Africa and the United Kingdom\nRegulatory Connectivity focusing on the regulatory environment for MSMEs and led by Barbados\nBusiness-to-Business Connectivity focusing on improving Commonwealth business links and dialogue between public and private sectors\, led by Bangladesh\, and\nSupply Side Connectivity focusing on leveraging digitalisation into the agricultural and fisheries sectors and led by Vanuatu\n\nEach Cluster serves as a platform for knowledge sharing among member states of the Commonwealth so that Commonwealth countries can effectively learn from the policy successes and failures of other members. \nIn light of the growing importance of creating strong and resilient digital economies and the correlative need to create an adequate enabling environment through the creation of effective and cohesive legal frameworks\, the CCA is desirous of partnering with CTU in order to deliver a three (3) day training workshop in relation to the development of legal frameworks within the region that support the digital economy. \n\nTarget Participants\n\nThe target audience for the Training Worksop comprises of key policy makers\, governmental officials\, senior ICT officials and technocrats as well as legal reform officers [Office of the Attorney General] involved in Information and Communications Technology and the digital trade/economy spheres.

DESCRIPTION:Venue: Virtual Via Zoom Videoconferencing \nThe Caribbean Telecommunications Union (CTU) invites you to attend a scheduled meeting of the Caribbean Spectrum Management Task Force via Zoom videoconferencing from 10:00 a.m. to 1:00 p.m. eastern Caribbean time (UTC-4) on 10th May 2023. \nBackground \nRegional harmonisation of spectrum management policies and practices as well as relevant capacity building initiatives are being coordinated regionally by the Caribbean Telecommunications Union (CTU) through the work of the Spectrum Management Steering Committee (SMSC) and the multi-stakeholder Spectrum Management Task Force (SMTF). The harmonisation work continues to be guided by tenets of the Caribbean Spectrum Management Strategic Plan developed by these two groups\, which seeks to achieve the following goals across the region: \n\nHarmonisation of national frequency allocations and band plans\, including common frequencies and international protocols for disaster management and emergency telecommunications\nMinimisation of cross border interference\nEstablishment of common approaches to digital broadcasting switchover\, TV white spaces regulation and spectrum pricing.\nIn addition to focusing on these goals\, the ongoing work of the SMTF and SMSC also creates and leverages capacity-building opportunities and addresses important current matters arising\, such as regional preparations for the ITU World Radiocommunication Conferences (WRC-23 is upcoming).\n\nDuring the last meeting of the SMTF\, which was held in person with remote participation at the Iberostar Beach Resort in Montego Bay\, Jamaica from the 6th to 8th February 2023\, the Task Force formulated its Action Plan for 2023. SUMMARY:Digital Leadership in the Caribbean
DESCRIPTION:Venue: Trinidad and Tobago \nIntroduction \nThe Caribbean region is continuing to show meaningful progress in the ways in which governments conduct business and provide public services\, through the adoption of digital transformation strategies. According to the 2022 United Nations E-Government Development Index (EGDI)\, all member states of the Caribbean Community (CARICOM) surveyed\, except Haiti\, placed in the “High” development group1. Nevertheless\, citizen impatience with the pace of digital reforms and their ongoing preference for accessing public services through non-digital channels continue to be formidable challenges\, requiring more ambitious and nuanced digital transformation agendas. To deliver on these new agendas\, regional knowledge exchanges on digital policy development\, that leverage the successes and insights gained from each country’s journey\, are critical. \nThe Ministry of Digital Transformation in Trinidad and Tobago (MDT)\, on behalf of the Government of the Republic of Trinidad and Tobago\, in partnership with the Inter-American Development Bank (IDB) and the Caribbean Telecommunications Union (CTU)\, wishes to create an enabling space for the region’s most senior policymakers with portfolio responsibility for digitalisation\, in which they can address collaboratively some of the most common impediments faced in the digital transformation of the state. By contributing\, from their unique set of competencies\, knowledge and professional experiences\, these executives will learn from each other and enhance the knowledge base for Caribbean digital policy and practice. \n  \nWorkshop Objectives \nThe Executive Sessions will seek to: \n\nFacilitate a comprehensive understanding among executives of cross-border challenges and opportunities to advance digital transformation in the Caribbean;\nSupport strategy development for confronting and addressing impediments to public sector innovation at the regional\, national and organisational level; and\nChart joint action among the Ministers\, with support from the IDB and CTU\, in the areas of research and innovation to advance the digital agenda.\n\n  \nWorkshop Format  \nThe Executive Sessions will provide six (6) substantive sessions focusing on practical guidance on the most salient topics for Caribbean digitalisation such as (i) e-Identity and interoperability platforms; (ii) cybersecurity for critical infrastructure; and (iii) cross-border data governance. The Executive Sessions will feature in- person presentations by renowned digital thought leaders and offer a helpdesk setting where questions can be asked and answered confidentially2. Moreover\, they will foster an esprit de corps among the policymakers by facilitating peer exchanges on their digital policy successes that reflect the unique sensitivities\, strengths and institutional settings that typify the Caribbean experience. Policy makers will also have facilities available for technical advice in real-time\, by having their designated technical advisor(s) attending the sessions virtually. DESCRIPTION:Venue:\nThe Caribbean Telecommunications Union (CTU) invites you to attend a scheduled meeting of the Caribbean Spectrum Management Task Force via Zoom videoconferencing from 10:00 a.m. to 1:00 p.m. eastern Caribbean time (UTC-4) on the 27th and 28th July 2023. \nBackground \nRegional harmonisation of spectrum management policies and practices as well as relevant capacity building initiatives are being coordinated regionally by the Caribbean Telecommunications Union (CTU) through the work of the Spectrum Management Steering Committee (SMSC) and the multi-stakeholder Spectrum Management Task Force (SMTF). The harmonisation work continues to be guided by tenets of the Caribbean Spectrum Management Strategic Plan developed by these two groups\, which seeks to achieve the following goals across the region: \n\nHarmonisation of national frequency allocations and band plans\, including common frequencies and international protocols for disaster management and emergency telecommunications\nMinimisation of cross border interference\nEstablishment of common approaches to digital broadcasting switchover\, TV white spaces regulation and spectrum pricing.\n\nIn addition to focusing on these goals\, the ongoing work of the SMTF and SMSC also creates and leverages capacity-building opportunities and addresses important current matters arising\, such as regional preparations for the ITU World Radiocommunication Conferences (WRC-23 is upcoming). \nDuring the last meeting of the SMTF\, which was held virtually in May 2023\, the Task Force refined their 2023 Action Plan based on feedback received from the SMSC and also received information on the status of various WRC-23 agenda items following the 2nd Conference Preparatory Meeting (CPM2) from staff from the ITU Radiocommunication Bureau. This July meeting will maintain focus on WRC-23 agenda items towards enhancing Caribbean Member States’ preparation for the 42 CITEL PCC.II in late August 2023. \nSpectrum Management Task Force (SMTF) Meeting Objectives: 27th & 28th July 2023  \nThe main objectives of this meeting\, which will be held in two parts\, are as follows: \nPart 1\, 27th July\, open to representatives of the Caribbean Spectrum Management Task Force\, Steering Committee andother resource personnel: \n\nto engage and discuss views with industry stakeholders on matters relevant to the agenda items of WRC-23\nto note overall status of CITEL proposals on WRC-23 agenda items\n\nPart 2\, 28th July\, open to representatives of the SMTF and SMSC only: \n\nto review Caribbean priority items for WRC-23\nto consider Caribbean common positions on priority matters\nto consider appropriate approaches for non-priority matters\nto review plans and meetings for 2023 in the run-up to WRC-23.\n\n  \nREGISTER \nmore  \n
