SUMMARY:CTU ICT Week 2021
DESCRIPTION:OVERVIEW \nCARICOM Members States have made great strides in implementing digital platforms in response to the Covid -19 Global Pandemic\, to enable access to critical public services and to address the needs of the most vulnerable groups in society.  There have been many success stories at the national level within CARICOM Member States.  Many have implemented digital platforms for public health to manage testing and vaccination programmes.  Additionally\, systems have been implemented to facilitate the safe reopening of borders and to enable advanced notification of the health status of travellers and to facilitate the presentation of vaccination certificates to health officials. \nThis presents an opportunity for Caribbean countries to learn from each other regarding what has worked well\, and what oportunities exist to share knowledge and build capcity regionally.  This is particularly important as regional governments seek to create a travel “bubble” within CARICOM that would faciliate easy and safe movement within the Single Space. \nICT Week will focus on the theme “Regional Imperatives for Digital Transformation Post-COVID-19”\, and will provide a forum for the exchange of ideas related to how regional governments can collectively respond using digitial platforms in the fight against the Covid-19 pandemic. It will also go beyond a discussion on digital responses to the Pandemic and also look at ways in which ICT can help the region to bounce back with greater social and economic resilience.

SUMMARY:Digital Leadership in the Caribbean
DESCRIPTION:Venue: Trinidad and Tobago \nIntroduction \nThe Caribbean region is continuing to show meaningful progress in the ways in which governments conduct business and provide public services\, through the adoption of digital transformation strategies. According to the 2022 United Nations E-Government Development Index (EGDI)\, all member states of the Caribbean Community (CARICOM) surveyed\, except Haiti\, placed in the “High” development group1. Nevertheless\, citizen impatience with the pace of digital reforms and their ongoing preference for accessing public services through non-digital channels continue to be formidable challenges\, requiring more ambitious and nuanced digital transformation agendas. To deliver on these new agendas\, regional knowledge exchanges on digital policy development\, that leverage the successes and insights gained from each country’s journey\, are critical. \nThe Ministry of Digital Transformation in Trinidad and Tobago (MDT)\, on behalf of the Government of the Republic of Trinidad and Tobago\, in partnership with the Inter-American Development Bank (IDB) and the Caribbean Telecommunications Union (CTU)\, wishes to create an enabling space for the region’s most senior policymakers with portfolio responsibility for digitalisation\, in which they can address collaboratively some of the most common impediments faced in the digital transformation of the state. By contributing\, from their unique set of competencies\, knowledge and professional experiences\, these executives will learn from each other and enhance the knowledge base for Caribbean digital policy and practice. \n  \nWorkshop Objectives \nThe Executive Sessions will seek to: \n\nFacilitate a comprehensive understanding among executives of cross-border challenges and opportunities to advance digital transformation in the Caribbean;\nSupport strategy development for confronting and addressing impediments to public sector innovation at the regional\, national and organisational level; and\nChart joint action among the Ministers\, with support from the IDB and CTU\, in the areas of research and innovation to advance the digital agenda.\n\n  \nWorkshop Format  \nThe Executive Sessions will provide six (6) substantive sessions focusing on practical guidance on the most salient topics for Caribbean digitalisation such as (i) e-Identity and interoperability platforms; (ii) cybersecurity for critical infrastructure; and (iii) cross-border data governance. The Executive Sessions will feature in- person presentations by renowned digital thought leaders and offer a helpdesk setting where questions can be asked and answered confidentially2. Moreover\, they will foster an esprit de corps among the policymakers by facilitating peer exchanges on their digital policy successes that reflect the unique sensitivities\, strengths and institutional settings that typify the Caribbean experience. Policy makers will also have facilities available for technical advice in real-time\, by having their designated technical advisor(s) attending the sessions virtually. DESCRIPTION:Venue: Belize\nThe Caribbean Telecommunication Union (CTU) will hold its 50th Executive Council (EC50) meeting\, its 21st Caribbean Ministerial Strategic ICT Seminar and the Inaugural Caribbean ICT Ministers’ Retreat from 11th to 13th April 2024.  The meetings are being hosted by the CTU Member State of Belize\, under the patronage of the Honourable Michel Chebat\, Minister of Public Utilities\, Energy\, Logistics & E-Governance (MPUELE)\, Government of Belize. \nEC50 is one the CTU’s statutory meetings for the members of the Executive Council\, its Permanent Secretaries\, Technical Officers and Advisors to ICT Minister\, to guide the work of the Secretariat. It is a closed meeting. \nThe 21st Caribbean Ministerial Strategic ICT Seminar\, like previous seminars\, will share with Ministers and their teams the current\, pertinent developments in the areas of 5G\, Artificial Intelligence (AI) and Cybersecurity to name a few. \nThe Inaugural Caribbean ICT Leadership Ministerial Retreat is being held to obtain the guidance and insight of the CTU’s ICT Ministers and Senior Government Officials as the CTU develops its 2024 – 2028 Strategic Plan. The retreat will discuss the pressing ICT challenges in the Caribbean to ensure they are factored into the Strategic Plan and importantly will also seek to strengthen the bonds between CTU Ministers\, fostering a spirit of regional cooperation and future-oriented thinking. The retreat will be a blend of formal sessions\, cultural immersion and leisure activities so as to deliver a holistic\, productive and memorable experience for all attendees. \nDr. Cosmas Zavazava\, Director\, Telecommunication Development Bureau\, ITU and other key Stakeholders will join Member State Ministers and their advisors in Belize for this event. \nObjectives: \n\nPrimary Objective:\n\nTo foster collaboration\, share insights and strategise on the advancement of ICT in the Caribbean. \n\nSecondary Objectives:\n\nTo review\, discuss and progress the Draft CTU Strategic Plan 2024 – 2028;\n\n\nTo discuss challenges and opportunities unique to the CTU Member States;\n\n\nTo develop a unified approach to digital infrastructure and cybersecurity;\n\n\nTo explore innovations and emerging technologies; and\n\n\nTo enhance the relationship of the CTU’s ICT Ministers.\n\n\n\nThe retreat is designed to foster interactive and open discussions among Ministers\, as the region’s foremost policy makers in the ICT sector. This gathering will offer a unique opportunity to engage with regional counterparts and\, importantly\, with the International Telecommunication Union (ITU)\, represented by Dr. Cosmas Zavazava\, Director of the Telecommunication Development Bureau (BDT). Dr. Zavazava will be visiting the Caribbean for the first time since his election as the Director BDT in September 2022.
