DESCRIPTION:The ITU Radiocommunication Bureau intends to perform a yearly cycle of Regional Radiocommunication Seminars\, to be held on the different regions worldwide\, which will deal with the use of the radio-frequency spectrum and the satellite orbits\, and\, in particular\, with the application of the provisions of the ITU Radio Regulations. The main advantages of the regional seminars are: \n\nWithin each region\, more officials from national frequency management organizations can participate\, and also more participants from other radiocommunication sector stakeholders;\nSeminar’s Agenda can be focused on pertinent regional situations and problematic;\nA closer dialogue can be established among participants and they can be more easily trained in the latest ICT tools for frequency management developed by ITU\, and better apply for their particular problematic;\nITU Staff would be in a position to better understand local frequency management problems and\, therefore\, provide more appropriate assistance.\n\nRegistration for this event will be carried out exclusively online\, through the respective designated focal point (DFP). DESCRIPTION:The Caribbean Internet Governance Forum (CIGF) is a regional\, multi-stakeholder annual ICT forum initiated by the CTU in 2005 to coordinate a harmonised approach to Internet Governance. This 9th CIGF is dedicated to explore the elements of the Internet economy by considering: \n\nThe necessity for proliferating Internet Exchange Points (IXPs) in the Caribbean;\nSecurity issues in the Internet economy;\nICT Innovation and Entrepreneurship and New business models\nDeveloping content creation industries.\n\nDelegates will have the opportunity to contribute to the finalisation of the 2013 Caribbean Internet Governance Policy Framework which will guide the Internet Governance work of the CTU in the coming months.

SUMMARY:UNESCO Consultative Meeting on FOSS\, OS and OD
DESCRIPTION:UNESCO has commissioned a study on the status of Free and Open Source Software (FOSS)\, Open Data (OS) and Open Standards (OS) in the Caribbean. Based on the findings of the study\, the organisation will consider interventions and support it can offer to individual countries\, and/or to the region as a whole\, to promote the adoption and use of FOSS\, OD and OS\,  in alignment with its Information for All Programme (IFAP). \nThe findings of the study\, which have been drawn from desk research\, an online survey\, and in-market meetings in select countries\, will be summarized in a report that should be reviewed by stakeholders. In addition to disseminating the report electronically\, UNESCO will be hosting two 2-day sessions\, 18—19 July in Jamaica\, and 25—26 July in Saint Lucia\, to allow in-depth examination of the study findings\, and to secure support for proposed follow-op activities.

SUMMARY:HIPCAR Project - First Stakeholder Consultation to Review the Legislative Framework on Telecommunications (Interconnection and Access; and Licensing).
DESCRIPTION:The HIPCAR Stakeholder Consultation Workshop to review the Legislative Frameworks on Telecommunications is held in Jamaica (9-10 July 2013)\, kindly hosted by the Government of Jamaica\, the ICT Division of the Ministry of Science\, Technology\, Energy and Mining\,  and co-organized with the HIPCAR Project. \nThe advent of convergence between telecommunications and broadcasting services has resulted in the development and provision of new products and service delivery modalities. In light of this the legal framework requires modification to support the development of convergent services. The goal is to establish an effective framework & enabling environment that will optimize the licensing regime\, and provide clear and transparent procedures & mechanisms to facilitate ICT legislation\, policy and regulatory framework with special focus on interconnection & access. \nThe objective of the workshop is to review the implications\, key issues and options to be considered in developing the aforementioned framework and to discuss recommendations for amendment.
