Although there are considerable national benefits to doing so, improving and increasing citizens’ access such as a broad range of services, digital IDs is a complex exercise. Across the Caribbean region, countries are increasingly implementing projects to establish a digital identification (ID) system. Most countries do not have a single, unifying form of ID that can be issued to citizens, but doing so would facilitate more seamless government interactions, as well as more efficient and effective delivery of services by both the private and public sectors.

A digital ID has the added benefit of enhanced security when compared with traditional IDs; and is the option that most Caribbean countries are considering, not only for national implementation but also to support cross-border trade and ID validation (Source:  BiometricUpdate.com).

The World Bank estimates that around “850 million people globally do not have an official ID”, and “…live primarily in low- and lower middle-income economies in Sub-Saharan Africa and South Asia”. In the Caribbean region, those who do not have an official form of ID tend to be from the lower socio-economic brackets. Further, since many of our countries do not have an already established national ID system, the issuance of other official and acceptable forms of ID is often purpose-driven. For example, a driver’s licence is required to drive a vehicle, and a passport, to travel internationally. However, unless or until there is a need to secure such specific forms of ID – and the individual has the means to pay for them – there may always be citizens without an official form of ID.

This lack of identification also challenges access to a broad range of services, from education and healthcare to travel. It also affects an individual’s ability to access financial services, as verification of identity is an essential requirement for facilitating financial inclusion.

With the heightened focus on ID and digital IDs, in particular, across the region, we circle back to a conversation we had with Trevor Forrest on the subject in 2022. Though two years have passed, the discussion is still relevant today and may offer some insight into a broad range of issues, which both our countries and we, the citizens, need to navigate.

This 2022 conversation holds up incredibly well, especially since digital ID has become increasingly essential to Caribbean countries as they seek to advance their continued digital transformation. However, as was noted when this interview was first released, “Digital identity is a complex issue, as there are a variety of issues that ought to be considered and balanced, many of which, arguably, are at odds with each other.

A key issue that emerged during our conversation with Trevor was that of trust: a perennial concern that could affect citizen take-up of digital IDs – unless governments make their issuance and use compulsory. Citizens are also concerned about the security of the data, who has access, and the purpose for which their personal data is being accessed, and consequently, the conflict between their right to privacy and national security/law enforcement purposes.

Below are key questions posed to Trevor that drove our conversation:

  1. In the Caribbean region, some conflation appears to be occurring between having a national ID and a digital ID? What is the difference?
  2. Why is it becoming increasingly important to have a digital ID?
  3. How should countries prioritise and balance the following:
    • Convenience?
    • Security?
    • Control?
    • Data protection and privacy?
    • Trust?
  4. What can countries do to develop trust in digital identity?
  5. How can countries make the digital ID system seamless to eliminate the silos that tend to exist across government and even between government and the private sector?
  6. What is the potential and what could be the implications of heightened surveillance via digital IDs?
  7. In being a seamless form of identification, what could be the potential and the implications of all of the data that is being created when we use a broad range of services?
  8. What are the benefits of having a digital identity?

The introduction of a Central Bank Digital Currency (CBDC) is a complex issue with far-reaching implications for the financial industry, including commercial banks. In this article, we highlight an emerging situation in The Bahamas and explore whether commercial banks are catalysts for CBDC adoption or potential victims of that disruption.

 

The advent of Central Bank Digital Currencies (CBDCs) has ignited a complex interplay between financial institutions and central authorities. Commercial banks, the traditional pillars of the financial system, might be finding themselves at a crossroads.

In The Bahamas, which is the most advanced in the Caribbean region in deploying a CBDC, the Government intends to pass regulations requiring the country’s commercial banks to provide access to the Sand Dollar, the Bahamian CBDC (Source: WKZO). A known challenge for many CBDCs has been its limited take-up, and in The Bahamas, it appears the country will be changing tact: from a posture of just encouraging Sand Dollar adoption, to forcing the banks to distribute it.

This change in approach and attitude in The Bahamas seems to highlight a strained relationship between the Central Bank of The Bahamas and local banks. Moreover, this dynamic may also be present in other countries with a CBDC, such as Jamaica, though the tensions may not yet have bubbled to the surface. Nevertheless, it begs the question, Are commercial banks catalysts for CBDC adoption or potential victims of that disruption?

 

The benefits of CBDCs to commercial banks

First, it should be highlighted that commercial banks stand to benefit significantly from the integration of CBDCs. One of the arguments made for introducing CBDCs is its ability to increase the customer base by providing the unbanked and underbanked segments of our society an avenue through which to join the formal financial system. In turn, commercial banks have an opportunity to expand their customer base and deepen market penetration.

Second, by leveraging CBDC technology, banks can offer innovative financial products and services, such as smart contracts and tokenization, stimulating growth and profitability. Additionally, the potential for streamlined payment processes and reduced operational costs can boost efficiency and competitiveness.

Finally, having a collaborative relationship with central banks, fostered by CBDC initiatives, can lead to better policy alignment and support. Such a relationship can mitigate risks and create a more stable operating environment for commercial banks.

 

The drawbacks of CBDCs to commercial banks

On the other hand, the allure of these benefits is tempered by potential challenges. First, and perhaps the most significant concern is the erosion of the deposit base at commercial banks. As consumers and businesses increasingly adopt CBDCs, commercial banks may witness a decline in deposits, if their customers choose to hold CBDC instead of traditional bank deposits, thus directly reducing the funds available for banks to lend. A reduction in commercial banks’ lending capacity directly affects a key source of revenue and consequently, their profitability. Hence, such a change could require banks to adjust their business models and search for alternative revenue streams.

Second, increasing the take-up of CBDCs could result in intensified competition from both the central bank and other financial institutions, with the latter feeling at a disadvantage. CBDCs could offer more attractive features and lower fees, potentially luring customers away from traditional banking services.

Third, the complexities of integrating CBDC technology into existing banking systems should not be underestimated. Though common operating standards may exist in the banking and financial services sector, exactly how they are implemented may differ from institution to institution, with the attendant cost and modifications to be borne by each institution, which ultimately may result in certain banks dragging their feet in adopting or otherwise encouraging the use of CBDCs.

 

Are commercial banks a friend or foe of CBDCs?

At this juncture, it cannot be decisively stated whether commercial banks will ultimately be friends or foes of CBDCs. The outcome will depend on several factors, including the design of the CBDC, the pace of adoption, and the regulatory environment. In the case of The Bahamas, the Sand Dollar was launched in 2020, and with still limited adoption, estimated at less than 1% of the currency in circulation in The Bahamas (Source: WKZO), the pressure is on to improve that outcome.

Having said this, the potential for disruption is undeniable. However, it requires banks to be forward-thinking to position themselves as leaders in the CBDC ecosystem by embracing innovation, focusing on customer needs, and building strong partnerships with central banks. Unfortunately, history has shown us that all too often, incumbents regardless of sector or industry, spend way too much time trying to maintain the status quo than being proactive in navigating the inevitable change that is occurring.

Ultimately, the future of banking lies in a delicate balance between adaptation and resilience. By carefully navigating the opportunities and challenges presented by CBDCs, commercial banks can emerge as key players in the evolving financial landscape.

Regulatory technology, more commonly known as regtech, is a category of software applications that support regulatory compliance and reporting. Since the global financial crisis of 2008 and 2009, the banking and financial services sector has come under more stringent regulation, thus increasing the emphasis on compliance and reporting, and the emergence of regtech.

The regtech industry is growing. Depending on which resource you reference, it could be worth up to USD 87.17 billion globally by 2028, with a compound annual growth rate of 23.92% (Source:  PR Newswire).

However, although the impetus for regtech was the banking and financial services sectors space, principles and practices are becoming increasingly relevant and applicable in other sectors and more broadly in organisational operations. A good example of the latter is to support data protection and cybersecurity compliance obligations where increasingly, regulatory and reporting requirements need to be satisfied.

Jennifer Potter

Jennifer Potter is a strategy-focused business leader based in the British Virgin Islands (BVI). She is on a mission to help businesses thrive through transformation by supporting executives on the path of growth and acquisition. In addition, she designs innovative fintech and regtech solutions, optimising risk mitigation and efficient compliance management, particularly in sectors with increasingly complex regulatory and compliance obligations. As a subject matter expert, she has advised businesses on fintech, regtech, digital money solutions, and corporate operations.

For twenty years, Jennifer managed operations and development as a senior executive with the BVI financial services regulator and is credited with successfully leading multiple development projects above USD 1 million. She holds master’s degrees in Law and Business Administration and a professional designation in Governance, Risk and Compliance. She is currently Head of Operations, Risk, and Compliance for George Henry Partners LP, a legal and professional services firm in the British Virgin Islands.

 

Insights into our conversation

When Jennifer was interviewed on regtech in 2022, the region was abuzz with fintech and the opportunities that could be leveraged. At the time, regtech was an underdeveloped segment in the Caribbean region, and from all reports, it has not gained much traction. However, there is considerable potential for it to improve local banking and financial services, and the associated customer experience, with deeper integration of the regtech-related systems across organisations.

Having said this, and in revisiting this conversation with Jennifer, it is likely that to varying degrees, organisations could benefit from integrating regtech principles and practices into their operations, to assist them with compliance and reporting. Two big areas that have become increasingly applicable to organisations – regardless of industry – are data protection and cybersecurity.

If this episode on regtech is considered through the lens of data protection and cybersecurity, there are considerable synergies that emerge, such as:

  • Regtech solutions can help automate tasks like Know Your Customer (KYC) checks, data encryption, and access control to protect customer data
  • Regtech solutions themselves need to be secure, and so the link with cybersecurity
  • Regtech tools can help companies stay up-to-date on new requirements and automate compliance processes, especially since data protection and cybersecurity regulations are constantly evolving.

  2. What is regtech and how does it work?
  3. How is regtech useful, and besides banking, what are some of the other industries and ways it is useful?

How might that work, especially when in the region, we are still being asked to supply proof of address, proof of income, references, etc., to open an account or complete certain transactions?
  5. To what degree have traditional banks and financial institutions in the Caribbean region embraced regtech?
  6. There are still numerous attorneys and law firms across the Caribbean region that are hesitant, or even resistant, to fintech, and the evolution that is being ushered by blockchain technology. What are your thoughts on this?
  7. Are there any legal or regulatory impediments that currently exist in the region that would hinder regtech development?
  8. What are some of the key things organisations should consider in order to decide whether they should pursue regtech?
  9. Within the Caribbean region, where do you see the opportunities for regtech (adoption and or integration)?
