A discussion on the whether the steps recently articulated by Caribbean leaders to create new opportunities through ICT are truly enough.<\/em><\/p>\n <\/p>\n At the opening ceremony of the 48th Special Meeting of the Council on Trade and Economic Integration (COTED) on Information and Communication Technologies (ICTs) in Grenada on Friday, 17 January, host, Prime Minister, Dr. Keith Mitchell, was of the view that the fusing ICT and human resource development<\/p>\n \u2026could be the catalyst to enhancing prospects for sustainable growth and development for CARICOM\u2026<\/em><\/p>\n \u2026if managed, exploited and maximised, ICT and Human Resource Management could bring the CARICOM Region to a place that affords opportunities to develop new services, industries and markets that create jobs, return profits and drive growth\u2026<\/em><\/p>\n \u2026The platform that we need to embrace is that of Information and communications technology. And the time to do so is now\u2026<\/em><\/p>\n \u00a0(Source: CARICOM<\/a>)<\/p>\n<\/blockquote>\n Those sentiments, although welcomed and a recognition of the importance of technology and human skill in today\u2019s world, are also somewhat worrying. For a number of years now, Caribbean countries have long held the vision of becoming Information Societies and knowledge-based economies, but it would appear that we had not fully appreciated the broad range of factors that would have to be realigned to achieve those goals. Further, those views suggest that we, in the region, might not be as attuned to global developments and trends as we should be, in order to truly assess our efforts and path in the appropriate context.<\/p>\n Thanks to the Internet, and the innovation that has followed, the average individual has become integral to the Information Society. However, this importance is not limited to just merely being a consumer or a user of resources. As noted by Gartner at its Symposium\/ITxpo event in October 2013, where this trend was highlighted, every person can be a creator of value, which in turn competes directly with traditional businesses.<\/p>\n\u201cEvery person is an IT company\u201d – Gartner<\/h3>\n
