Over the past several months, regulators in the ECTEL Member States have been publishing job vacancies and tender advertisements in relation to Universal Service/Universal Access in telecoms. They look poised to start implementing projects this year. Having been involved in the process in the initial stages when I worked in Saint Lucia, I recalled that USF Contribution Orders had been executed as early as 2006. I thus wondered “why has it taken so long to implement Universal Service/Universal Access?” but soon had to admit that the situation in the Eastern Caribbean is not unique…

How ready are we for IPv6?

On 3 February, the Internet Assigned Numbers Authority announced that the final blocks of IPv4 addresses had been distributed. This final allocation signals that IPv4 address exhaustion is imminent, and sooner rather than later we will need to transition to IPv6.

Net neutrality has been receiving considerable attention in the United States over the past several months. Last December, the Federal Communications Commission (FCC) agreed to impose net neutrality requirements on broadband providers. However this situation is far from resolved – litigation is expected by those affected and the United States Congress plans to overturn the ruling through legislation. Although the Caribbean might not be able to directly influence the outcome in America, net neutrality merits closer examination, since we are acutely affected by decisions made elsewhere.
