With an ever rapidly evolving technology environment, it is a significant challenge for Caribbean territories to develop and implement a National ICT Policy and Strategy. It is even more challenging to ensure that existing ICT development agendas are kept current and relevant to the needs of the country. Questions are always being asked, such as – “Are we receiving the benefits of ICT as citizens?”, “Are our ICT policies supporting national development?”, “Are the services of Government being enabled by ICT?” and “Are we getting value for our ICT investments?”
